This Nurse Practitioner position is located at the Kent Community Based Outpatient Clinic (CBOC) Dover, DE which supports the Wilmington VA Medical Center. Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. BASIC REQUIREMENTS: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Applicants must be a graduate of a school of professional nursing approved by the appropriate State agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant. [NOTE: See exception in subparagraph (b) below for candidates who are enrolled in an MSN Bridge Program.] The National League for Nursing Accrediting Commission (NLNAC), an accrediting arm of the National League for Nursing located at 61 Broadway, 33rd Floor, New York, New York 10006 or call (800) 669-1656 extension 153. The NLNAC accredits all levels of nursing programs. EXCEPTION (b): The completion of coursework equivalent to a nursing degree in an MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. In these programs, students are given a certificate of professional nursing to sit for the NCLEX and should submit this certification to VA prior to appointment. Students do not earn a BSN but receive an MSN degree upon completion of course work. A copy of the MSN transcript must be provided to VA. Bridge programs that confer a master's degree also fully meet the education requirement, even though a bachelor's degree is not awarded. EXCEPTION (c): In cases of graduates of foreign schools of professional nursing, possession of current, full, active, and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. Registration: Must possess a current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. English Language Proficiency: Must be proficient in spoken and written English as required by 38 U.S.C. 7402(d) and 7407(d). GRADE DETERMINATIONS: In addition to the Basic Requirements, the following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience. Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 years of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 years of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required. Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 years of nursing practice/experience; OR a Doctoral degree and approximately 2-3 years of nursing practice/experience. Nurse Practitioners and Clinical Nurse Specialists. On and after [March 17, 2009], registered nurses appointed or otherwise moving into these assignments must meet and maintain the following additional qualifications. This includes employees appointed before [March 17, 2009], who obtain such qualifications on or after [March 17, 2009]. Nurse Practitioners. A nurse practitioner must be licensed or otherwise recognized as a nurse practitioner in a State, possess a master's degree from a program accredited by the NLNAC or CCNE, and maintain full and current certification as a nurse practitioner from the American Nurses Association or another nationally recognized certifying body. The incumbent provides both routine scheduled appointments as well as urgent and same-day care when indicated. In collaboration with the team physician, the Nurse Practitioner provides effective care to patients characterized by using sound judgment in assessing, planning, implementing, documenting and evaluating patient care for assigned patients. Primary Care is comprehensive, continuous, and covers preventative and psycho-social aspects of patient management. In collaboration with the team physician, the Nurse Practitioner provides medical histories and performs comprehensive physical examinations (H and P's), orders appropriate diagnostic studies, interprets and analyzes medical data, establishes diagnoses, formulates and implements treatment plans, and modifies treatment plans when appropriate under supervision and co-signature of collaborative physician; orders subspecialty consults, tests, prosthetic requests, completes forms on veterans' behalf that are within the treatment purview of the incumbent, and performs other clinical duties as directed and deemed by service chief and collaborative physician to be appropriate and in the interest of the Veteran. The incumbent works effectively and makes appropriate requests for assistance from the assigned team physician and recognizes complex patient care situations when referral is appropriate. The incumbent references quality improvement information and organizes patient care needs to assure safe, efficient, and cost-effective care and initiates effective actions in emergencies. The delivery of care may be in person, by VVC, or via telephone; and the incumbent will actively participate in the provision of telemedicine care to outlying communities as well as occasional travel to other VA clinics to provide clinical coverage. The candidate must be willing to treat opiate use disorder with buprenorphine therapy (training available) in consultation with Behavioral Health.
